The Doctor again crosses swords with his enemies the Daleks, who are massing on the planet Kembel with their new weapon, the time destructor. The Daleks are planning to use the weapon to conquer the Earth and have recruited a human agent, Mavic Chen, Guardian of the Solar System, to help them.
