Plot Summary
Batman faces a new set of enemies in the shape of the Penguin, a madman who grew up with penguins after being abandoned as a child by his parents, ruthless businessman Max Schreck who has manipulated the Penguin into standing for Mayor of Gotham, and Schreck's murdered secretary, Selina Kyle, reborn as the vengeful Catwoman.
